Lab 23: Build Azure Monitor alerts, action groups, and processing rules

Previous: Lab 22 · Catalog · Next: Lab 24

This self-contained lab uses Azure CLI commands hosted in PowerShell. Complete the guided lane or the automated lane—not both with the same run ID.

Scenario, role, and outcome

Scenario: You are a monitoring administrator routing and suppressing actionable alerts. Build and prove this disposable service path: Storage metrics and activity events feed scoped alert rules, the action group provides the notification boundary, and a time-bounded processing rule suppresses actions only for the run-owned target.

Learner role: A monitoring administrator routing and suppressing actionable alerts.

Outcome: Use Azure CLI in PowerShell to create the monitored target and action group, create a scoped metric alert, and reconcile alert scope, criteria, actions, and suppression, with recoverable state and deterministic cleanup.

Item Value
Duration 105 minutes
Difficulty applied
Cost class low
Command surface Azure CLI (az, az rest, Bicep, AzCopy, or KQL where required) hosted in PowerShell
Live state Not executed during this offline rebuild

Completion criteria:

  • All required checkpoints report pass.
  • The deterministic break/fix is injected, diagnosed, and repaired.
  • cleanup.json reports no active run-owned resources, with any retained item explicitly documented.

Objectives and checkpoints

Objective Skill Checkpoints
MR-MONITOR-04 Set up alert rules, action groups, and alert processing rules in Azure Monitor LAB23-CP01, LAB23-CP02, LAB23-CP03, LAB23-CP04, LAB23-CP05

The authoritative objective wording comes from the Microsoft AZ-104 study guide, skills measured as of 2026-04-17.

Architecture and service topology

LAB-23: Build Azure Monitor alerts, action groups, and processing rules; service topology and connections
Build Azure Monitor alerts, action groups, and processing rules — topology for this lab. Open at full size.

The editable source is architecture.mmd. Storage metrics and activity events feed scoped alert rules, the action group provides the notification boundary, and a time-bounded processing rule suppresses actions only for the run-owned target.

Concept primer and design decisions

Alert rules evaluate signals; action groups deliver notifications; the common alert schema standardizes payloads; processing rules suppress or add actions without preventing alert evaluation.

Design decisions:

  • Use explicit aggregation, window, and frequency.
  • Create a receiver only with approved contact data.
  • Time-bound suppression during maintenance.

Required and optional inputs

Input Required Source Safe example Gate behavior
run-id — Unique lowercase run ownership identifier Yes parameter az104l23-01 block
subscription-id — Expected disposable subscription ID Yes parameter-or-environment (AZ104_SUBSCRIPTION_ID) 00000000-0000-0000-0000-000000000000 block
location — Approved primary Azure region Yes parameter-or-environment (AZ104_LOCATION) westeurope block
alert-email — Approved action-group receiver No environment (AZ104_ALERT_EMAIL) alerts@example.test skip-checkpoint

Secrets stay in temporary environment variables and are never written to run.json, validation evidence, or Git. A skip-checkpoint gate produces a visible partial result; it never becomes a pass.

Read-only preflight

Readiness, preview, explicit execution, and result validation
Follow the read-only checks and execution gates defined by this lab. A failed required gate blocks progress. Open at full size.

Sign in deliberately, inspect the active context, then run the lab preflight. It never signs in, changes context, installs an extension, registers a provider, or creates a resource.

az login
az account show --query '{cloud:environmentName,subscription:id,tenant:tenantId,user:user.name}' --output json
./scripts/cli/Preflight.ps1 -SubscriptionId $env:AZ104_SUBSCRIPTION_ID -RunId 'az104l23-01' -Location 'westeurope'

Representative redacted output:

context                 True  cloud=AzureCloud; tenant=<redacted>; subscription=<redacted>
azure-cli               True  2.88.x
provider:<namespace>    True  Registered
region                  True  westeurope
Preflight passed. It performed no Azure mutation.

If a required row fails, stop. Correct the local tool, context, provider, quota, SKU, region, permission, or input outside the lab, then rerun preflight.

Task 1 — Verify metric, action-group, and processing-rule support

Checkpoint: LAB23-CP01

Purpose and operational relevance: Read the provider, region, SKU, feature, quota, and companion-tool signals needed for verify metric, action-group, and processing-rule support, without changing Azure state. The change is unsafe when alert creation fails when the metric name is valid for a different resource type or namespace. This checkpoint therefore proves: The storage metric namespace exposes Transactions and the subscription can enumerate action groups and alert-processing rules.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az provider show --namespace Microsoft.Insights --query registrationState --output tsv

Expected state: The storage metric namespace exposes Transactions and the subscription can enumerate action groups and alert-processing rules.

Representative redacted output:

The storage metric namespace exposes Transactions and the subscription can enumerate action groups and alert-processing rules.

Positive validation:

$insights = az provider show --namespace Microsoft.Insights --query registrationState --output tsv
if ($insights -ne 'Registered') { throw 'Microsoft.Insights is not registered.' }

Expected positive result: The storage metric namespace exposes Transactions and the subscription can enumerate action groups and alert-processing rules.

Negative validation:

$storageProvider = az provider show --namespace Microsoft.Storage --query registrationState --output tsv
if ($storageProvider -ne 'Registered') { throw 'Microsoft.Storage is not registered.' }

Expected negative result: LAB23-CP01 negative boundary: The undesired state is absent; the negative assertion must not report: Microsoft.Storage is not registered.

Evidence to retain:

  • LAB23-CP01 UTC result for verify metric, action-group, and processing-rule support.
  • Exact run-owned resource/object ID returned by the commands in LAB23-CP01.
  • Positive assertion proving: The storage metric namespace exposes Transactions and the subscription can enumerate action groups and alert-processing rules.
  • Negative assertion proving absence of: Microsoft.Storage is not registered.

Common failure and safe retry: Alert creation fails when the metric name is valid for a different resource type or namespace. Retry LAB23-CP01 for verify metric, action-group, and processing-rule support only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB23-CP02, LAB23-CP03, LAB23-CP04, LAB23-CP05, remove the exact manifest IDs created or configured by LAB23-CP01 for verify metric, action-group, and processing-rule support; its residual probe must then return zero active IDs.

Task 2 — Create the monitored target and action group

Checkpoint: LAB23-CP02

Purpose and operational relevance: Provision and immediately inventory the exact run-owned resources needed to create the monitored target and action group, so partial completion remains recoverable. The change is unsafe when an invalid receiver address or unsupported receiver type can block the action-group deployment. This checkpoint therefore proves: The storage target and disabled test notification receiver are run-owned, with no unsolicited message sent during setup.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

$storage = "st23$suffix"; $actionGroup = "ag-$suffix"; $alert = "alert-$suffix"; $processingRule = "maintenance-$suffix"
az storage account create --resource-group $ResourceGroupName --name $storage --location $Location --sku Standard_LRS --kind StorageV2 --output none
az monitor action-group create --resource-group $ResourceGroupName --name $actionGroup --short-name AZ104 --output none
$storageId = az storage account show --resource-group $ResourceGroupName --name $storage --query id --output tsv
$actionId = az monitor action-group show --resource-group $ResourceGroupName --name $actionGroup --query id --output tsv
az monitor metrics alert create --resource-group $ResourceGroupName --name $alert --scopes $storageId --condition 'avg UsedCapacity > 1' --window-size 15m --evaluation-frequency 5m --action $actionId --description 'AZ-104 Lab 23 capacity signal' --output none
az monitor activity-log alert create --resource-group $ResourceGroupName --name "activity-$suffix" --scope $storageId --condition category=Administrative operationName=Microsoft.Storage/storageAccounts/write --action-group $actionId --output none

Expected state: The storage target and disabled test notification receiver are run-owned, with no unsolicited message sent during setup.

Representative redacted output:

The storage target and disabled test notification receiver are run-owned, with no unsolicited message sent during setup.

Positive validation:

$metricEnabled = az monitor metrics alert show --resource-group $ResourceGroupName --name $alert --query enabled --output tsv
if ($metricEnabled -ne 'true') { throw 'The metric alert is disabled.' }

Expected positive result: The storage target and disabled test notification receiver are run-owned, with no unsolicited message sent during setup.

Negative validation:

$activityEnabled = az monitor activity-log alert show --resource-group $ResourceGroupName --name "activity-$suffix" --query enabled --output tsv
if ($activityEnabled -ne 'true') { throw 'The activity log alert is disabled.' }

Expected negative result: LAB23-CP02 negative boundary: The undesired state is absent; the negative assertion must not report: The activity log alert is disabled.

Evidence to retain:

  • LAB23-CP02 UTC result for create the monitored target and action group.
  • Exact run-owned resource/object ID returned by the commands in LAB23-CP02.
  • Positive assertion proving: The storage target and disabled test notification receiver are run-owned, with no unsolicited message sent during setup.
  • Negative assertion proving absence of: The activity log alert is disabled.

Common failure and safe retry: An invalid receiver address or unsupported receiver type can block the action-group deployment. Retry LAB23-CP02 for create the monitored target and action group only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB23-CP03, LAB23-CP04, LAB23-CP05, remove the exact manifest IDs created or configured by LAB23-CP02 for create the monitored target and action group; its residual probe must then return zero active IDs.

Task 3 — Create a scoped metric alert

Checkpoint: LAB23-CP03

Purpose and operational relevance: Configure and independently inspect the control-plane and data-path properties needed to create a scoped metric alert. The change is unsafe when a resource ID assigned only during setup must be reconstructed in validation or the alert scope check fails under strict mode. This checkpoint therefore proves: The alert rule targets only the run-owned storage account, uses the intended aggregation/threshold, and references the exact action-group ID.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

$starts = (Get-Date).ToUniversalTime().ToString('o'); $ends = (Get-Date).ToUniversalTime().AddHours(1).ToString('o')
az monitor alert-processing-rule create --resource-group $ResourceGroupName --name $processingRule --scopes $storageId --rule-type RemoveAllActionGroups --schedule-recurrence-type Daily --schedule-start-datetime $starts --schedule-end-datetime $ends --output none

Expected state: The alert rule targets only the run-owned storage account, uses the intended aggregation/threshold, and references the exact action-group ID.

Representative redacted output:

The alert rule targets only the run-owned storage account, uses the intended aggregation/threshold, and references the exact action-group ID.

Positive validation:

$ruleType = az monitor alert-processing-rule show --resource-group $ResourceGroupName --name $processingRule --query properties.ruleType --output tsv
if ($ruleType -ne 'RemoveAllActionGroups') { throw "Processing rule type is $ruleType." }

Expected positive result: The alert rule targets only the run-owned storage account, uses the intended aggregation/threshold, and references the exact action-group ID.

Negative validation:

$scope = az monitor alert-processing-rule show --resource-group $ResourceGroupName --name $processingRule --query "properties.scopes[0]" --output tsv
if ($scope -ne $storageId) { throw 'The processing rule scope is incorrect.' }

Expected negative result: LAB23-CP03 negative boundary: The undesired state is absent; the negative assertion must not report: The processing rule scope is incorrect.

Evidence to retain:

  • LAB23-CP03 UTC result for create a scoped metric alert.
  • Exact run-owned resource/object ID returned by the commands in LAB23-CP03.
  • Positive assertion proving: The alert rule targets only the run-owned storage account, uses the intended aggregation/threshold, and references the exact action-group ID.
  • Negative assertion proving absence of: The processing rule scope is incorrect.

Common failure and safe retry: A resource ID assigned only during setup must be reconstructed in validation or the alert scope check fails under strict mode. Retry LAB23-CP03 for create a scoped metric alert only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB23-CP04, LAB23-CP05, remove the exact manifest IDs created or configured by LAB23-CP03 for create a scoped metric alert; its residual probe must then return zero active IDs.

Task 4 — Apply a bounded alert-processing suppression rule

Checkpoint: LAB23-CP04

Purpose and operational relevance: Exercise the deterministic operational or denied path needed to apply a bounded alert-processing suppression rule, then retain comparable before-and-after results. The change is unsafe when a subscription-wide scope or open-ended schedule can suppress operational alerts beyond the lab target. This checkpoint therefore proves: The processing rule is enabled only for the declared scope and schedule, without muting unrelated subscription alerts.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az monitor action-group update --resource-group $ResourceGroupName --name $actionGroup --add-action email learner $env:AZ104_ALERT_EMAIL usecommonalertschema --output none

Expected state: The processing rule is enabled only for the declared scope and schedule, without muting unrelated subscription alerts.

Representative redacted output:

The processing rule is enabled only for the declared scope and schedule, without muting unrelated subscription alerts.

Positive validation:

$receivers = az monitor action-group show --resource-group $ResourceGroupName --name $actionGroup --query "emailReceivers[?name=='learner'] | length(@)" --output tsv
if ([int]$receivers -ne 1) { throw 'The optional email receiver is absent.' }

Expected positive result: The processing rule is enabled only for the declared scope and schedule, without muting unrelated subscription alerts.

Negative validation:

$disabledReceivers = az monitor action-group show --resource-group $ResourceGroupName --name $actionGroup --query "emailReceivers[?status=='Disabled'] | length(@)" --output tsv
if ([int]$disabledReceivers -ne 0) { throw 'An action-group email receiver is disabled.' }

Expected negative result: LAB23-CP04 negative boundary: The undesired state is absent; the negative assertion must not report: An action-group email receiver is disabled.

Evidence to retain:

  • LAB23-CP04 UTC result for apply a bounded alert-processing suppression rule.
  • Exact run-owned resource/object ID returned by the commands in LAB23-CP04.
  • Positive assertion proving: The processing rule is enabled only for the declared scope and schedule, without muting unrelated subscription alerts.
  • Negative assertion proving absence of: An action-group email receiver is disabled.

Common failure and safe retry: A subscription-wide scope or open-ended schedule can suppress operational alerts beyond the lab target. Retry LAB23-CP04 for apply a bounded alert-processing suppression rule only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB23-CP05, remove the exact manifest IDs created or configured by LAB23-CP04 for apply a bounded alert-processing suppression rule; its residual probe must then return zero active IDs.

Task 5 — Reconcile alert scope, criteria, actions, and suppression

Checkpoint: LAB23-CP05

Purpose and operational relevance: Reconcile live service properties, returned IDs, and dependency-aware removal needed to reconcile alert scope, criteria, actions, and suppression before handoff. The change is unsafe when seeing an enabled alert does not prove its action or processing rule is scoped correctly. This checkpoint therefore proves: Alert criteria, target ID, action-group binding, and processing-rule scope all resolve to the run-owned resources.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az monitor metrics alert show --resource-group $ResourceGroupName --name $alert --query "{enabled:enabled,severity:severity,scopes:scopes,actions:actions}" --output json
az monitor activity-log alert show --resource-group $ResourceGroupName --name "activity-$suffix" --query "{enabled:enabled,scopes:scopes,condition:condition}" --output json
az monitor alert-processing-rule show --resource-group $ResourceGroupName --name $processingRule --output json

Expected state: Alert criteria, target ID, action-group binding, and processing-rule scope all resolve to the run-owned resources.

Representative redacted output:

Alert criteria, target ID, action-group binding, and processing-rule scope all resolve to the run-owned resources.

Positive validation:

$actionCount = az monitor metrics alert show --resource-group $ResourceGroupName --name $alert --query "actions | length(@)" --output tsv
if ([int]$actionCount -ne 1) { throw "Metric alert action count is $actionCount." }

Expected positive result: Alert criteria, target ID, action-group binding, and processing-rule scope all resolve to the run-owned resources.

Negative validation:

$wrongScope = az monitor metrics alert show --resource-group $ResourceGroupName --name $alert --query "scopes[?@!='$storageId'] | length(@)" --output tsv
if ([int]$wrongScope -ne 0) { throw 'The metric alert has an unexpected scope.' }

Expected negative result: LAB23-CP05 negative boundary: The undesired state is absent; the negative assertion must not report: The metric alert has an unexpected scope.

Evidence to retain:

  • LAB23-CP05 UTC result for reconcile alert scope, criteria, actions, and suppression.
  • Exact run-owned resource/object ID returned by the commands in LAB23-CP05.
  • Positive assertion proving: Alert criteria, target ID, action-group binding, and processing-rule scope all resolve to the run-owned resources.
  • Negative assertion proving absence of: The metric alert has an unexpected scope.

Common failure and safe retry: Seeing an enabled alert does not prove its action or processing rule is scoped correctly. Retry LAB23-CP05 for reconcile alert scope, criteria, actions, and suppression only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After all service validation and evidence capture, remove the exact manifest IDs created or configured by LAB23-CP05 for reconcile alert scope, criteria, actions, and suppression; its residual probe must then return zero active IDs.

Final validation and result interpretation

Run independent deployment validation after all required checkpoints:

./scripts/cli/Validate.ps1 -RunId 'az104l23-01' -Mode Deployment
az resource list --resource-group 'rg-az104-l23-az104l23-01' --query '[].{name:name,type:type}' --output table
  • pass: every required positive and negative check passed.
  • partial: every required check passed, but at least one optional gate was deliberately skipped.
  • fail: a required checkpoint failed; do not record the lab as complete.

Keep the redacted validation.json; do not retain credentials, tokens, access keys, certificate material, email addresses, tenant IDs, or unredacted command output.

Deterministic break/fix exercise

Injection: Disable the metric alert without deleting its definition.

Inject the bounded fault:

az monitor metrics alert update --resource-group $ResourceGroupName --name $alert --enabled false --output none

Capture the failed state with a read-only query:

az monitor metrics alert show --resource-group $ResourceGroupName --name $alert --query "{enabled:enabled,scopes:scopes,actions:actions}" --output json

Repair only the injected setting, then repeat the same query:

az monitor metrics alert update --resource-group $ResourceGroupName --name $alert --enabled true --output none
az monitor metrics alert show --resource-group $ResourceGroupName --name $alert --query enabled --output tsv

Expected symptom: The alert rule remains visible but no longer evaluates the capacity signal.

Diagnose with a read-only service query:

az monitor metrics alert show --resource-group $ResourceGroupName --name $alert --query "{enabled:enabled,scopes:scopes,actions:actions}" --output json

Diagnosis: Read the rule enabled flag, scope, and actions.

Repair: Re-enable only the recorded metric alert.

Before/after evidence must show the failed negative or positive check before repair and the same check passing afterward. Do not inject a second fault until the first is removed.

Optional job-style challenge

Design alert routing for business hours, after-hours escalation, and planned maintenance.

Deliver a short change record containing assumptions, exact commands, redacted evidence, cost and risk notes, rollback, and residual results. The challenge is optional and never changes required checkpoint status.

Troubleshooting

Evidence-led troubleshooting from observation to revalidation
Use read-only evidence to identify the cause, make a targeted repair, and rerun the relevant validation. Open at full size.
Symptom Likely cause Safe next step
Context mismatch Active CLI context differs from run.json Stop, inspect az account show, and select the intended disposable context yourself.
Provider or feature unavailable Registration, region, feature, or SKU gate is unmet Read the preflight result; do not register or enable tenant features implicitly.
Name already exists The run ID is reused or a globally unique name collided Keep existing state intact and choose a new run ID.
Expected state is delayed The service is converging asynchronously Repeat only the read-only query with bounded retries; do not duplicate creation.
Permission denied Role, Graph scope, or data-plane authorization is insufficient Confirm the declared least-privilege boundary; do not broaden access automatically.
Cleanup refuses ownership ID, context, or tags differ from the manifest Investigate the mismatch; never bypass ownership verification.

Cleanup and residual verification

Run-owned cleanup boundary and residual-resource audit
Only verified run-owned objects are eligible for cleanup. Report deliberately retained or soft-deleted items; do not assume they were purged. Open at full size.

Preview exact targets first, execute only after ownership review, then validate post-cleanup:

./scripts/cli/Cleanup.ps1 -RunId 'az104l23-01'
./scripts/cli/Cleanup.ps1 -RunId 'az104l23-01' -Execute
./scripts/cli/Validate.ps1 -RunId 'az104l23-01' -Mode PostCleanup
$wrongScope = az monitor metrics alert show --resource-group $ResourceGroupName --name $alert --query "scopes[?@!='$storageId'] | length(@)" --output tsv
if ([int]$wrongScope -ne 0) { throw 'The metric alert has an unexpected scope.' }

cleanup.json passes only when no active manifest-managed object remains. Soft-deleted or intentionally retained items must be listed with their reason and expected disposition. The lifecycle never performs irreversible purge automatically.

Exam debrief and assessment

Explain why the expected state, negative check, and cleanup boundary matter—not only which command was used. Map any missed concept back to its task anchor before reviewing the answer key.

Complete QUESTIONS.md, then use ANSWERS.md for option-by-option remediation. Scores of 85–100% indicate mastery, 70–84% indicate targeted review, and below 70% means repeat the mapped tasks.
