Lab 15: Scale App Service and operate deployment slots

Previous: Lab 14 · Catalog · Next: Lab 16

This self-contained lab uses Azure CLI commands hosted in PowerShell. Complete the guided lane or the automated lane—not both with the same run ID.

Scenario, role, and outcome

Scenario: You are an application-platform administrator operating app service capacity and releases. Build and prove this disposable service path: A Linux App Service plan hosts production and staging slots; plan autoscale changes worker capacity, sticky settings remain slot-scoped, and the staging release flows through a reversible swap into production.

Learner role: An application-platform administrator operating App Service capacity and releases.

Outcome: Use Azure CLI in PowerShell to create the production web app and deployment slot, configure scale-out and slot-sticky settings, and reconcile worker count, slot state, and configuration scope, with recoverable state and deterministic cleanup.

Item Value
Duration 120 minutes
Difficulty applied
Cost class moderate
Command surface Azure CLI (az, az rest, Bicep, AzCopy, or KQL where required) hosted in PowerShell
Live state Not executed during this offline rebuild

Completion criteria:

  • All required checkpoints report pass.
  • The deterministic break/fix is injected, diagnosed, and repaired.
  • cleanup.json reports no active run-owned resources, with any retained item explicitly documented.

Objectives and checkpoints

Objective Skill Checkpoints
CP-APP-01 Provision an App Service plan LAB15-CP01, LAB15-CP05
CP-APP-02 Configure scaling for an App Service plan LAB15-CP02, LAB15-CP05
CP-APP-03 Create an App Service LAB15-CP03, LAB15-CP05
CP-APP-08 Configure deployment slots for an App Service LAB15-CP04, LAB15-CP05

The authoritative objective wording comes from the Microsoft AZ-104 study guide, skills measured as of 2026-04-17.

Architecture and service topology

LAB-15: Scale App Service and operate deployment slots; service topology and connections
Scale App Service and operate deployment slots — topology for this lab. Open at full size.

The editable source is architecture.mmd. A Linux App Service plan hosts production and staging slots; plan autoscale changes worker capacity, sticky settings remain slot-scoped, and the staging release flows through a reversible swap into production.

Concept primer and design decisions

App Service plan scale-up changes worker capability; scale-out changes instance count. Deployment slots isolate configuration and content for safer releases, while slot settings remain sticky during a swap.

Design decisions:

  • Use a SKU that supports slots and autoscale.
  • Warm staging before swap.
  • Mark environment-specific settings as slot settings.

Required and optional inputs

Input Required Source Safe example Gate behavior
run-id — Unique lowercase run ownership identifier Yes parameter az104l15-01 block
subscription-id — Expected disposable subscription ID Yes parameter-or-environment (AZ104_SUBSCRIPTION_ID) 00000000-0000-0000-0000-000000000000 block
location — Approved primary Azure region Yes parameter-or-environment (AZ104_LOCATION) westeurope block

Secrets stay in temporary environment variables and are never written to run.json, validation evidence, or Git. A skip-checkpoint gate produces a visible partial result; it never becomes a pass.

Read-only preflight

Readiness, preview, explicit execution, and result validation
Follow the read-only checks and execution gates defined by this lab. A failed required gate blocks progress. Open at full size.

Sign in deliberately, inspect the active context, then run the lab preflight. It never signs in, changes context, installs an extension, registers a provider, or creates a resource.

az login
az account show --query '{cloud:environmentName,subscription:id,tenant:tenantId,user:user.name}' --output json
./scripts/cli/Preflight.ps1 -SubscriptionId $env:AZ104_SUBSCRIPTION_ID -RunId 'az104l15-01' -Location 'westeurope'

Representative redacted output:

context                 True  cloud=AzureCloud; tenant=<redacted>; subscription=<redacted>
azure-cli               True  2.88.x
provider:<namespace>    True  Registered
region                  True  westeurope
Preflight passed. It performed no Azure mutation.

If a required row fails, stop. Correct the local tool, context, provider, quota, SKU, region, permission, or input outside the lab, then rerun preflight.

Task 1 — Verify App Service plan and slot capacity

Checkpoint: LAB15-CP01

Purpose and operational relevance: Read the provider, region, SKU, feature, quota, and companion-tool signals needed for verify app service plan and slot capacity, without changing Azure state. The change is unsafe when free or shared App Service tiers do not support the scaling and slot features used by this lab. This checkpoint therefore proves: The selected region supports the documented Linux plan SKU and the subscription can enumerate web-app deployment slots.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az provider show --namespace Microsoft.Web --query registrationState --output tsv
az appservice list-locations --sku S1 --linux-workers-enabled --query "[?name=='$Location'].name" --output tsv

Expected state: The selected region supports the documented Linux plan SKU and the subscription can enumerate web-app deployment slots.

Representative redacted output:

The selected region supports the documented Linux plan SKU and the subscription can enumerate web-app deployment slots.

Positive validation:

$registration = az provider show --namespace Microsoft.Web --query registrationState --output tsv
if ($registration -ne 'Registered') { throw 'Microsoft.Web is not registered.' }

Expected positive result: The selected region supports the documented Linux plan SKU and the subscription can enumerate web-app deployment slots.

Negative validation:

$supported = az appservice list-locations --sku S1 --linux-workers-enabled --query "[?name=='$Location'] | length(@)" --output tsv
if ([int]$supported -eq 0) { throw 'Linux S1 is unavailable in the selected region.' }

Expected negative result: LAB15-CP01 negative boundary: The undesired state is absent; the negative assertion must not report: Linux S1 is unavailable in the selected region.

Evidence to retain:

  • LAB15-CP01 UTC result for verify app service plan and slot capacity.
  • Exact run-owned resource/object ID returned by the commands in LAB15-CP01.
  • Positive assertion proving: The selected region supports the documented Linux plan SKU and the subscription can enumerate web-app deployment slots.
  • Negative assertion proving absence of: Linux S1 is unavailable in the selected region.

Common failure and safe retry: Free or shared App Service tiers do not support the scaling and slot features used by this lab. Retry LAB15-CP01 for verify app service plan and slot capacity only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB15-CP02, LAB15-CP03, LAB15-CP04, LAB15-CP05, remove the exact manifest IDs created or configured by LAB15-CP01 for verify app service plan and slot capacity; its residual probe must then return zero active IDs.

Task 2 — Create the production web app and deployment slot

Checkpoint: LAB15-CP02

Purpose and operational relevance: Provision and immediately inventory the exact run-owned resources needed to create the production web app and deployment slot, so partial completion remains recoverable. The change is unsafe when a globally unique app-name collision or incompatible runtime string blocks app creation. This checkpoint therefore proves: The production app and staging slot share the run-owned plan and each endpoint reports a healthy hostname.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

$plan = "plan-$suffix"; $app = "app-$suffix"; $autoscale = "autoscale-$suffix"
az appservice plan create --resource-group $ResourceGroupName --name $plan --is-linux --sku S1 --output none
az webapp create --resource-group $ResourceGroupName --plan $plan --name $app --runtime 'PYTHON:3.12' --output none
az webapp deployment slot create --resource-group $ResourceGroupName --name $app --slot staging --output none
az webapp config appsettings set --resource-group $ResourceGroupName --name $app --slot staging --settings LAB_STAGE=staging LAB_RUN=$RunId --output none

Expected state: The production app and staging slot share the run-owned plan and each endpoint reports a healthy hostname.

Representative redacted output:

The production app and staging slot share the run-owned plan and each endpoint reports a healthy hostname.

Positive validation:

$slotCount = az webapp deployment slot list --resource-group $ResourceGroupName --name $app --query "[?name=='$app/staging'] | length(@)" --output tsv
if ([int]$slotCount -ne 1) { throw 'The staging slot does not exist exactly once.' }

Expected positive result: The production app and staging slot share the run-owned plan and each endpoint reports a healthy hostname.

Negative validation:

$stateValue = az webapp show --resource-group $ResourceGroupName --name $app --query state --output tsv
if ($stateValue -ne 'Running') { throw "Web app state is $stateValue." }

Expected negative result: LAB15-CP02 negative boundary: The undesired state is absent; the negative assertion must not report: Web app state is reported stateValue.

Evidence to retain:

  • LAB15-CP02 UTC result for create the production web app and deployment slot.
  • Exact run-owned resource/object ID returned by the commands in LAB15-CP02.
  • Positive assertion proving: The production app and staging slot share the run-owned plan and each endpoint reports a healthy hostname.
  • Negative assertion proving absence of: Web app state is reported stateValue.

Common failure and safe retry: A globally unique app-name collision or incompatible runtime string blocks app creation. Retry LAB15-CP02 for create the production web app and deployment slot only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB15-CP03, LAB15-CP04, LAB15-CP05, remove the exact manifest IDs created or configured by LAB15-CP02 for create the production web app and deployment slot; its residual probe must then return zero active IDs.

Task 3 — Configure scale-out and slot-sticky settings

Checkpoint: LAB15-CP03

Purpose and operational relevance: Configure and independently inspect the control-plane and data-path properties needed to configure scale-out and slot-sticky settings. The change is unsafe when a setting becomes production-wide when it is updated without the deployment-slot setting flag. This checkpoint therefore proves: The plan worker count matches the target and the designated application setting remains sticky to the slot.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az appservice plan update --resource-group $ResourceGroupName --name $plan --sku S2 --output none
$planId = az appservice plan show --resource-group $ResourceGroupName --name $plan --query id --output tsv
az monitor autoscale create --resource-group $ResourceGroupName --name $autoscale --resource $planId --resource-type Microsoft.Web/serverfarms --min-count 1 --max-count 3 --count 1 --output none
az webapp config appsettings set --resource-group $ResourceGroupName --name $app --slot-settings LAB_STAGE=production --output none
az webapp deployment slot swap --resource-group $ResourceGroupName --name $app --slot staging --target-slot production --output none

Expected state: The plan worker count matches the target and the designated application setting remains sticky to the slot.

Representative redacted output:

The plan worker count matches the target and the designated application setting remains sticky to the slot.

Positive validation:

$sku = az appservice plan show --resource-group $ResourceGroupName --name $plan --query sku.name --output tsv
if ($sku -ne 'S2') { throw "App Service plan SKU is $sku." }

Expected positive result: The plan worker count matches the target and the designated application setting remains sticky to the slot.

Negative validation:

$maximum = az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query "profiles[0].capacity.maximum" --output tsv
if ([int]$maximum -ne 3) { throw "Autoscale maximum is $maximum." }

Expected negative result: LAB15-CP03 negative boundary: The undesired state is absent; the negative assertion must not report: Autoscale maximum is reported maximum.

Evidence to retain:

  • LAB15-CP03 UTC result for configure scale-out and slot-sticky settings.
  • Exact run-owned resource/object ID returned by the commands in LAB15-CP03.
  • Positive assertion proving: The plan worker count matches the target and the designated application setting remains sticky to the slot.
  • Negative assertion proving absence of: Autoscale maximum is reported maximum.

Common failure and safe retry: A setting becomes production-wide when it is updated without the deployment-slot setting flag. Retry LAB15-CP03 for configure scale-out and slot-sticky settings only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB15-CP04, LAB15-CP05, remove the exact manifest IDs created or configured by LAB15-CP03 for configure scale-out and slot-sticky settings; its residual probe must then return zero active IDs.

Task 4 — Swap staging into production with a recoverable path

Checkpoint: LAB15-CP04

Purpose and operational relevance: Exercise the deterministic operational or denied path needed to swap staging into production with a recoverable path, then retain comparable before-and-after results. The change is unsafe when a failed health check or long-running deployment can make a swap time out while both slots still exist. This checkpoint therefore proves: The swap completes, both slots remain provisioned, and the sticky value stays with its intended slot.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az webapp deployment slot list --resource-group $ResourceGroupName --name $app --query "[].{name:name,state:state,hostNames:hostNames}" --output table
az webapp config appsettings list --resource-group $ResourceGroupName --name $app --slot staging --query "[?name=='LAB_STAGE']" --output table

Expected state: The swap completes, both slots remain provisioned, and the sticky value stays with its intended slot.

Representative redacted output:

The swap completes, both slots remain provisioned, and the sticky value stays with its intended slot.

Positive validation:

$appId = az webapp show --resource-group $ResourceGroupName --name $app --query id --output tsv
$sticky = az resource show --ids "$appId/config/slotConfigNames" --api-version 2023-12-01 --query "contains(properties.appSettingNames, 'LAB_STAGE')" --output tsv
if ($sticky -ne 'true') { throw 'LAB_STAGE is not slot-sticky.' }

Expected positive result: The swap completes, both slots remain provisioned, and the sticky value stays with its intended slot.

Negative validation:

$failedSlots = az webapp deployment slot list --resource-group $ResourceGroupName --name $app --query "[?state!='Running'] | length(@)" --output tsv
if ([int]$failedSlots -ne 0) { throw 'A deployment slot is not running.' }

Expected negative result: LAB15-CP04 negative boundary: The undesired state is absent; the negative assertion must not report: A deployment slot is not running.

Evidence to retain:

  • LAB15-CP04 UTC result for swap staging into production with a recoverable path.
  • Exact run-owned resource/object ID returned by the commands in LAB15-CP04.
  • Positive assertion proving: The swap completes, both slots remain provisioned, and the sticky value stays with its intended slot.
  • Negative assertion proving absence of: A deployment slot is not running.

Common failure and safe retry: A failed health check or long-running deployment can make a swap time out while both slots still exist. Retry LAB15-CP04 for swap staging into production with a recoverable path only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB15-CP05, remove the exact manifest IDs created or configured by LAB15-CP04 for swap staging into production with a recoverable path; its residual probe must then return zero active IDs.

Task 5 — Reconcile worker count, slot state, and configuration scope

Checkpoint: LAB15-CP05

Purpose and operational relevance: Reconcile live service properties, returned IDs, and dependency-aware removal needed to reconcile worker count, slot state, and configuration scope before handoff. The change is unsafe when reading only app settings from one slot can conceal a value that incorrectly moved during swap. This checkpoint therefore proves: Plan capacity, production/slot hostnames, and slotConfigNames prove the intended scaled release boundary.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az webapp show --resource-group $ResourceGroupName --name $app --query "{state:state,host:defaultHostName,plan:serverFarmId}" --output json

Expected state: Plan capacity, production/slot hostnames, and slotConfigNames prove the intended scaled release boundary.

Representative redacted output:

Plan capacity, production/slot hostnames, and slotConfigNames prove the intended scaled release boundary.

Positive validation:

$planState = az appservice plan show --resource-group $ResourceGroupName --name $plan --query status --output tsv
if ($planState -ne 'Ready') { throw "Plan status is $planState." }

Expected positive result: Plan capacity, production/slot hostnames, and slotConfigNames prove the intended scaled release boundary.

Negative validation:

$disabled = az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query enabled --output tsv
if ($disabled -ne 'true') { throw 'Autoscale is disabled.' }

Expected negative result: LAB15-CP05 negative boundary: The undesired state is absent; the negative assertion must not report: Autoscale is disabled.

Evidence to retain:

  • LAB15-CP05 UTC result for reconcile worker count, slot state, and configuration scope.
  • Exact run-owned resource/object ID returned by the commands in LAB15-CP05.
  • Positive assertion proving: Plan capacity, production/slot hostnames, and slotConfigNames prove the intended scaled release boundary.
  • Negative assertion proving absence of: Autoscale is disabled.

Common failure and safe retry: Reading only app settings from one slot can conceal a value that incorrectly moved during swap. Retry LAB15-CP05 for reconcile worker count, slot state, and configuration scope only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After all service validation and evidence capture, remove the exact manifest IDs created or configured by LAB15-CP05 for reconcile worker count, slot state, and configuration scope; its residual probe must then return zero active IDs.

Final validation and result interpretation

Run independent deployment validation after all required checkpoints:

./scripts/cli/Validate.ps1 -RunId 'az104l15-01' -Mode Deployment
az resource list --resource-group 'rg-az104-l15-az104l15-01' --query '[].{name:name,type:type}' --output table
  • pass: every required positive and negative check passed.
  • partial: every required check passed, but at least one optional gate was deliberately skipped.
  • fail: a required checkpoint failed; do not record the lab as complete.

Keep the redacted validation.json; do not retain credentials, tokens, access keys, certificate material, email addresses, tenant IDs, or unredacted command output.

Deterministic break/fix exercise

Injection: Remove the slot-setting flag from an environment-specific value before swap.

Inject the bounded fault:

$appId = az webapp show --resource-group $ResourceGroupName --name $app --query id --output tsv
az resource update --ids "$appId/config/slotConfigNames" --api-version 2023-12-01 --set properties.appSettingNames=[] --output none

Capture the failed state with a read-only query:

az resource show --ids "$appId/config/slotConfigNames" --api-version 2023-12-01 --query properties.appSettingNames --output json

Repair only the injected setting, then repeat the same query:

az resource update --ids "$appId/config/slotConfigNames" --api-version 2023-12-01 --set properties.appSettingNames=['LAB_STAGE'] --output none
az resource show --ids "$appId/config/slotConfigNames" --api-version 2023-12-01 --query properties.appSettingNames --output json

Expected symptom: The value follows content and production receives the staging value.

Diagnose with a read-only service query:

az resource show --ids "$appId/config/slotConfigNames" --api-version 2023-12-01 --query properties.appSettingNames --output json

Diagnosis: Compare slot configuration names and settings on both slots.

Repair: Restore stickiness and swap or reset the values safely.

Before/after evidence must show the failed negative or positive check before repair and the same check passing afterward. Do not inject a second fault until the first is removed.

Optional job-style challenge

Create a release runbook with warm-up, smoke test, swap, health validation, and immediate rollback criteria.

Deliver a short change record containing assumptions, exact commands, redacted evidence, cost and risk notes, rollback, and residual results. The challenge is optional and never changes required checkpoint status.

Troubleshooting

Evidence-led troubleshooting from observation to revalidation
Use read-only evidence to identify the cause, make a targeted repair, and rerun the relevant validation. Open at full size.
Symptom Likely cause Safe next step
Context mismatch Active CLI context differs from run.json Stop, inspect az account show, and select the intended disposable context yourself.
Provider or feature unavailable Registration, region, feature, or SKU gate is unmet Read the preflight result; do not register or enable tenant features implicitly.
Name already exists The run ID is reused or a globally unique name collided Keep existing state intact and choose a new run ID.
Expected state is delayed The service is converging asynchronously Repeat only the read-only query with bounded retries; do not duplicate creation.
Permission denied Role, Graph scope, or data-plane authorization is insufficient Confirm the declared least-privilege boundary; do not broaden access automatically.
Cleanup refuses ownership ID, context, or tags differ from the manifest Investigate the mismatch; never bypass ownership verification.

Cleanup and residual verification

Run-owned cleanup boundary and residual-resource audit
Only verified run-owned objects are eligible for cleanup. Report deliberately retained or soft-deleted items; do not assume they were purged. Open at full size.

Preview exact targets first, execute only after ownership review, then validate post-cleanup:

./scripts/cli/Cleanup.ps1 -RunId 'az104l15-01'
./scripts/cli/Cleanup.ps1 -RunId 'az104l15-01' -Execute
./scripts/cli/Validate.ps1 -RunId 'az104l15-01' -Mode PostCleanup
$disabled = az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query enabled --output tsv
if ($disabled -ne 'true') { throw 'Autoscale is disabled.' }

cleanup.json passes only when no active manifest-managed object remains. Soft-deleted or intentionally retained items must be listed with their reason and expected disposition. The lifecycle never performs irreversible purge automatically.

Exam debrief and assessment

Explain why the expected state, negative check, and cleanup boundary matter—not only which command was used. Map any missed concept back to its task anchor before reviewing the answer key.

Complete QUESTIONS.md, then use ANSWERS.md for option-by-option remediation. Scores of 85–100% indicate mastery, 70–84% indicate targeted review, and below 70% means repeat the mapped tasks.
