Lab 12: Design VM resilience, scale sets, and mobility¶
Previous: Lab 11 · Catalog · Next: Lab 13
This self-contained lab uses Azure CLI commands hosted in PowerShell. Complete the guided lane or the automated lane—not both with the same run ID.
Scenario, role, and outcome¶
Scenario: You are a reliability administrator designing resilient compute. Build and prove this disposable service path: One private VM is placed in an availability set while a separate VMSS feeds an autoscale profile; the standalone VM, NIC, disk, VNet, and availability set then move together into a second tagged resource-group boundary.
Learner role: A reliability administrator designing resilient compute.
Outcome: Use Azure CLI in PowerShell to place a vm in the run-owned availability set, deploy a resilient vm scale set with autoscale, and reconcile placement, scaling, and both ownership boundaries, with recoverable state and deterministic cleanup.
| Item | Value |
|---|---|
| Duration | 150 minutes |
| Difficulty | applied |
| Cost class | elevated |
| Command surface | Azure CLI (az, az rest, Bicep, AzCopy, or KQL where required) hosted in PowerShell |
| Live state | Not executed during this offline rebuild |
Completion criteria:
- All required checkpoints report pass.
- The deterministic break/fix is injected, diagnosed, and repaired.
- cleanup.json reports no active run-owned resources, with any retained item explicitly documented.
Objectives and checkpoints¶
| Objective | Skill | Checkpoints |
|---|---|---|
CP-VM-03 |
Move a virtual machine to another resource group, subscription, or region | LAB12-CP01, LAB12-CP05 |

The authoritative objective wording comes from the Microsoft AZ-104 study guide, skills measured as of 2026-04-17.
Architecture and service topology¶
The editable source is architecture.mmd. One private VM is placed in an availability set while a separate VMSS feeds an autoscale profile; the standalone VM, NIC, disk, VNet, and availability set then move together into a second tagged resource-group boundary.
Concept primer and design decisions¶
Availability sets, zones, and VM scale sets address different failure and scale boundaries. Autoscale requires safe minimum, maximum, and default capacity. Resource move validation predicts blockers but does not move the workload.
Design decisions:
- Use bounded autoscale capacity.
- Separate resilience placement from scaling behavior.
- Validate a move before requesting it.
Required and optional inputs¶
| Input | Required | Source | Safe example | Gate behavior |
|---|---|---|---|---|
run-id — Unique lowercase run ownership identifier |
Yes | parameter | az104l12-01 |
block |
subscription-id — Expected disposable subscription ID |
Yes | parameter-or-environment (AZ104_SUBSCRIPTION_ID) |
00000000-0000-0000-0000-000000000000 |
block |
location — Approved primary Azure region |
Yes | parameter-or-environment (AZ104_LOCATION) |
westeurope |
block |
Secrets stay in temporary environment variables and are never written to run.json, validation evidence, or Git. A skip-checkpoint gate produces a visible partial result; it never becomes a pass.
Read-only preflight¶
Sign in deliberately, inspect the active context, then run the lab preflight. It never signs in, changes context, installs an extension, registers a provider, or creates a resource.
az login
az account show --query '{cloud:environmentName,subscription:id,tenant:tenantId,user:user.name}' --output json
./scripts/cli/Preflight.ps1 -SubscriptionId $env:AZ104_SUBSCRIPTION_ID -RunId 'az104l12-01' -Location 'westeurope'
Representative redacted output:
context True cloud=AzureCloud; tenant=<redacted>; subscription=<redacted>
azure-cli True 2.88.x
provider:<namespace> True Registered
region True westeurope
Preflight passed. It performed no Azure mutation.
If a required row fails, stop. Correct the local tool, context, provider, quota, SKU, region, permission, or input outside the lab, then rerun preflight.
Task 1 — Verify zone, availability-set, and VMSS regional support¶
Checkpoint: LAB12-CP01
Purpose and operational relevance: Read the provider, region, SKU, feature, quota, and companion-tool signals needed for verify zone, availability-set, and vmss regional support, without changing Azure state. The change is unsafe when a region can list a VM SKU while restricting zones or capacity for the subscription. This checkpoint therefore proves: The selected region exposes the documented VM SKU plus the placement capabilities required by the availability-set and scale-set designs.
Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.
az provider show --namespace Microsoft.Compute --query registrationState --output tsv
az provider show --namespace Microsoft.Insights --query registrationState --output tsv
az vm list-skus --location $Location --size Standard_B1s --all --query '[?restrictions==null || length(restrictions)==`0`].name' --output tsv
az vm list-skus --location $Location --size Standard_B1s --zone --all --query "[?name=='Standard_B1s'].name" --output tsv
if (-not (Get-Command ssh-keygen -ErrorAction SilentlyContinue)) { throw 'ssh-keygen is required to create the disposable key in the run state directory.' }
Expected state: The selected region exposes the documented VM SKU plus the placement capabilities required by the availability-set and scale-set designs.
Representative redacted output:
The selected region exposes the documented VM SKU plus the placement capabilities required by the availability-set and scale-set designs.
Positive validation:
$registration = az provider show --namespace Microsoft.Compute --query registrationState --output tsv
if ($registration -ne 'Registered') { throw 'Microsoft.Compute is not registered.' }
Expected positive result: The selected region exposes the documented VM SKU plus the placement capabilities required by the availability-set and scale-set designs.
Negative validation:
$insights = az provider show --namespace Microsoft.Insights --query registrationState --output tsv
if ($insights -ne 'Registered') { throw 'Microsoft.Insights is not registered.' }
$zoneSku = az vm list-skus --location $Location --size Standard_B1s --zone --all --query "[?name=='Standard_B1s'] | length(@)" --output tsv
if ([int]$zoneSku -lt 1) { throw 'The selected region does not advertise a zonal Standard_B1s placement.' }
Expected negative result: LAB12-CP01 negative boundary: The undesired state is absent; the negative assertion must not report: The selected region does not advertise a zonal Standard_B1s placement.
Evidence to retain:
- LAB12-CP01 UTC result for verify zone, availability-set, and vmss regional support.
- Exact run-owned resource/object ID returned by the commands in LAB12-CP01.
- Positive assertion proving: The selected region exposes the documented VM SKU plus the placement capabilities required by the availability-set and scale-set designs.
- Negative assertion proving absence of: The selected region does not advertise a zonal Standard_B1s placement.
Common failure and safe retry: A region can list a VM SKU while restricting zones or capacity for the subscription. Retry LAB12-CP01 for verify zone, availability-set, and vmss regional support only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.
Cleanup dependency: After LAB12-CP02, LAB12-CP03, LAB12-CP04, LAB12-CP05, remove the exact manifest IDs created or configured by LAB12-CP01 for verify zone, availability-set, and vmss regional support; its residual probe must then return zero active IDs.
Task 2 — Place a VM in the run-owned availability set¶
Checkpoint: LAB12-CP02
Purpose and operational relevance: Provision and immediately inventory the exact run-owned resources needed to place a vm in the run-owned availability set, so partial completion remains recoverable. The change is unsafe when an availability set cannot be assigned after VM creation, so a missed placement requires recreating the disposable VM. This checkpoint therefore proves: The VM resource references the created availability set and its private NIC remains inside the source resource group.
Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

Expected state: The VM resource references the created availability set and its private NIC remains inside the source resource group.
Representative redacted output:
The VM resource references the created availability set and its private NIC remains inside the source resource group.
Positive validation:
$capacity = az vmss show --resource-group $ResourceGroupName --name $vmss --query sku.capacity --output tsv
if ([int]$capacity -ne 1) { throw "Initial VMSS capacity is $capacity." }
Expected positive result: The VM resource references the created availability set and its private NIC remains inside the source resource group.
Negative validation:

$placementId = az vm show --resource-group $ResourceGroupName --name $availabilityVm --query availabilitySet.id --output tsv
if ($placementId -notmatch "/availabilitySets/$availabilitySet$") { throw 'The availability-set VM is not attached to the planned availability set.' }
Expected negative result: LAB12-CP02 negative boundary: The undesired state is absent; the negative assertion must not report: The availability-set VM is not attached to the planned availability set.
Evidence to retain:
- LAB12-CP02 UTC result for place a vm in the run-owned availability set.
- Exact run-owned resource/object ID returned by the commands in LAB12-CP02.
- Positive assertion proving: The VM resource references the created availability set and its private NIC remains inside the source resource group.
- Negative assertion proving absence of: The availability-set VM is not attached to the planned availability set.
Common failure and safe retry: An availability set cannot be assigned after VM creation, so a missed placement requires recreating the disposable VM. Retry LAB12-CP02 for place a vm in the run-owned availability set only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.
Cleanup dependency: After LAB12-CP03, LAB12-CP04, LAB12-CP05, remove the exact manifest IDs created or configured by LAB12-CP02 for place a vm in the run-owned availability set; its residual probe must then return zero active IDs.
Task 3 — Deploy a resilient VM scale set with autoscale¶
Checkpoint: LAB12-CP03
Purpose and operational relevance: Configure and independently inspect the control-plane and data-path properties needed to deploy a resilient vm scale set with autoscale. The change is unsafe when autoscale fails when its target resource ID or metric namespace does not match the VMSS. This checkpoint therefore proves: The VMSS has the requested capacity and the autoscale profile contains bounded minimum, default, and maximum instance counts.
Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.
$vmssId = az vmss show --resource-group $ResourceGroupName --name $vmss --query id --output tsv
az monitor autoscale create --resource-group $ResourceGroupName --name $autoscale --resource $vmssId --resource-type Microsoft.Compute/virtualMachineScaleSets --min-count 1 --max-count 3 --count 1 --output none

az monitor autoscale rule create --resource-group $ResourceGroupName --autoscale-name $autoscale --condition 'Percentage CPU < 30 avg 10m' --scale in 1 --cooldown 5 --output none
Expected state: The VMSS has the requested capacity and the autoscale profile contains bounded minimum, default, and maximum instance counts.
Representative redacted output:
The VMSS has the requested capacity and the autoscale profile contains bounded minimum, default, and maximum instance counts.
Positive validation:
$maximum = az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query "profiles[0].capacity.maximum" --output tsv
if ([int]$maximum -ne 3) { throw "Autoscale maximum is $maximum." }
Expected positive result: The VMSS has the requested capacity and the autoscale profile contains bounded minimum, default, and maximum instance counts.
Negative validation:

$maximum = az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query "profiles[0].capacity.maximum" --output tsv
if ([int]$minimum -gt [int]$maximum) { throw 'Autoscale minimum exceeds maximum.' }
Expected negative result: LAB12-CP03 negative boundary: The undesired state is absent; the negative assertion must not report: Autoscale minimum exceeds maximum.
Evidence to retain:
- LAB12-CP03 UTC result for deploy a resilient vm scale set with autoscale.
- Exact run-owned resource/object ID returned by the commands in LAB12-CP03.
- Positive assertion proving: The VMSS has the requested capacity and the autoscale profile contains bounded minimum, default, and maximum instance counts.
- Negative assertion proving absence of: Autoscale minimum exceeds maximum.
Common failure and safe retry: Autoscale fails when its target resource ID or metric namespace does not match the VMSS. Retry LAB12-CP03 for deploy a resilient vm scale set with autoscale only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.
Cleanup dependency: After LAB12-CP04, LAB12-CP05, remove the exact manifest IDs created or configured by LAB12-CP03 for deploy a resilient vm scale set with autoscale; its residual probe must then return zero active IDs.
Task 4 — Move the standalone VM boundary to a second resource group¶
Checkpoint: LAB12-CP04
Purpose and operational relevance: Exercise the deterministic operational or denied path needed to move the standalone vm boundary to a second resource group, then retain comparable before-and-after results. The change is unsafe when a resource move is rejected when dependent resources are omitted or the destination provider state differs. This checkpoint therefore proves: The selected VM and dependent NIC/disk IDs resolve only in the tagged destination group recorded in run.json.
Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.
$external['moveResourceGroupName'] = $moveResourceGroup

Expected state: The selected VM and dependent NIC/disk IDs resolve only in the tagged destination group recorded in run.json.
Representative redacted output:

Positive validation:
$movedVm = az vm show --resource-group $moveResourceGroup --name $availabilityVm --query id --output tsv
if ($movedVm -notmatch "/resourceGroups/$moveResourceGroup/") { throw 'The availability-set VM did not move to the recorded destination group.' }
Expected positive result: The selected VM and dependent NIC/disk IDs resolve only in the tagged destination group recorded in run.json.
Negative validation:
$sourceVmCount = az vm list --resource-group $ResourceGroupName --query "[?name=='$availabilityVm'] | length(@)" --output tsv
if ([int]$sourceVmCount -ne 0) { throw 'The moved VM remains in the source resource group.' }
Expected negative result: LAB12-CP04 negative boundary: The undesired state is absent; the negative assertion must not report: The moved VM remains in the source resource group.
Evidence to retain:
- LAB12-CP04 UTC result for move the standalone vm boundary to a second resource group.
- Exact run-owned resource/object ID returned by the commands in LAB12-CP04.
- Positive assertion proving: The selected VM and dependent NIC/disk IDs resolve only in the tagged destination group recorded in run.json.
- Negative assertion proving absence of: The moved VM remains in the source resource group.
Common failure and safe retry: A resource move is rejected when dependent resources are omitted or the destination provider state differs. Retry LAB12-CP04 for move the standalone vm boundary to a second resource group only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.
Cleanup dependency: After LAB12-CP05, remove the exact manifest IDs created or configured by LAB12-CP04 for move the standalone vm boundary to a second resource group; its residual probe must then return zero active IDs.
Task 5 — Reconcile placement, scaling, and both ownership boundaries¶
Checkpoint: LAB12-CP05
Purpose and operational relevance: Reconcile live service properties, returned IDs, and dependency-aware removal needed to reconcile placement, scaling, and both ownership boundaries before handoff. The change is unsafe when checking only the original group after a move can hide active resources in the destination group. This checkpoint therefore proves: Availability-set membership, VMSS capacity/autoscale, and source/destination group inventories all match the manifest.
Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.
az vmss show --resource-group $ResourceGroupName --name $vmss --query "{capacity:sku.capacity,upgrade:upgradePolicy.mode,provisioning:provisioningState}" --output json
Expected state: Availability-set membership, VMSS capacity/autoscale, and source/destination group inventories all match the manifest.
Representative redacted output:
Availability-set membership, VMSS capacity/autoscale, and source/destination group inventories all match the manifest.
Positive validation:
$stateValue = az vmss show --resource-group $ResourceGroupName --name $vmss --query provisioningState --output tsv
if ($stateValue -ne 'Succeeded') { throw "VMSS provisioning state is $stateValue." }
$ruleCount = az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query "profiles[0].rules | length(@)" --output tsv
if ([int]$ruleCount -ne 2) { throw "Expected two autoscale rules; found $ruleCount." }
Expected positive result: Availability-set membership, VMSS capacity/autoscale, and source/destination group inventories all match the manifest.
Negative validation:
$invalidRules = az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query 'profiles[0].rules[?scaleAction.value<=`0`] | length(@)' --output tsv
if ([int]$invalidRules -ne 0) { throw 'An autoscale rule has a nonpositive scale value.' }
Expected negative result: LAB12-CP05 negative boundary: The undesired state is absent; the negative assertion must not report: An autoscale rule has a nonpositive scale value.
Evidence to retain:
- LAB12-CP05 UTC result for reconcile placement, scaling, and both ownership boundaries.
- Exact run-owned resource/object ID returned by the commands in LAB12-CP05.
- Positive assertion proving: Availability-set membership, VMSS capacity/autoscale, and source/destination group inventories all match the manifest.
- Negative assertion proving absence of: An autoscale rule has a nonpositive scale value.
Common failure and safe retry: Checking only the original group after a move can hide active resources in the destination group. Retry LAB12-CP05 for reconcile placement, scaling, and both ownership boundaries only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.
Cleanup dependency: After all service validation and evidence capture, remove the exact manifest IDs created or configured by LAB12-CP05 for reconcile placement, scaling, and both ownership boundaries; its residual probe must then return zero active IDs.
Final validation and result interpretation¶
Run independent deployment validation after all required checkpoints:
./scripts/cli/Validate.ps1 -RunId 'az104l12-01' -Mode Deployment
az resource list --resource-group 'rg-az104-l12-az104l12-01' --query '[].{name:name,type:type}' --output table
pass: every required positive and negative check passed.partial: every required check passed, but at least one optional gate was deliberately skipped.fail: a required checkpoint failed; do not record the lab as complete.
Keep the redacted validation.json; do not retain credentials, tokens, access keys, certificate material, email addresses, tenant IDs, or unredacted command output.
Deterministic break/fix exercise¶
Injection: Delete the scale-out rule while leaving scale-in configured.
Inject the bounded fault:
az monitor autoscale rule delete --resource-group $ResourceGroupName --autoscale-name $autoscale --index 0 --output none
Capture the failed state with a read-only query:
az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query "profiles[0].rules[].scaleAction.direction" --output table
Repair only the injected setting, then repeat the same query:
az monitor autoscale rule create --resource-group $ResourceGroupName --autoscale-name $autoscale --condition 'Percentage CPU > 70 avg 10m' --scale out 1 --cooldown 5 --output none
az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query "profiles[0].rules[].scaleAction.direction" --output table
Expected symptom: The profile cannot increase capacity during sustained load.
Diagnose with a read-only service query:
az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query "profiles[0].rules[].scaleAction.direction" --output table
Diagnosis: Inspect rule directions and confirm that both Increase and Decrease exist.
Repair: Recreate the missing scale-out rule with the original threshold and cooldown.
Before/after evidence must show the failed negative or positive check before repair and the same check passing afterward. Do not inject a second fault until the first is removed.
Optional job-style challenge¶
Recommend availability zones, an availability set, or a scale set for three workload patterns.
Deliver a short change record containing assumptions, exact commands, redacted evidence, cost and risk notes, rollback, and residual results. The challenge is optional and never changes required checkpoint status.
Troubleshooting¶
| Symptom | Likely cause | Safe next step |
|---|---|---|
| Context mismatch | Active CLI context differs from run.json |
Stop, inspect az account show, and select the intended disposable context yourself. |
| Provider or feature unavailable | Registration, region, feature, or SKU gate is unmet | Read the preflight result; do not register or enable tenant features implicitly. |
| Name already exists | The run ID is reused or a globally unique name collided | Keep existing state intact and choose a new run ID. |
| Expected state is delayed | The service is converging asynchronously | Repeat only the read-only query with bounded retries; do not duplicate creation. |
| Permission denied | Role, Graph scope, or data-plane authorization is insufficient | Confirm the declared least-privilege boundary; do not broaden access automatically. |
| Cleanup refuses ownership | ID, context, or tags differ from the manifest | Investigate the mismatch; never bypass ownership verification. |
Cleanup and residual verification¶
Preview exact targets first, execute only after ownership review, then validate post-cleanup:
./scripts/cli/Cleanup.ps1 -RunId 'az104l12-01'
./scripts/cli/Cleanup.ps1 -RunId 'az104l12-01' -Execute
./scripts/cli/Validate.ps1 -RunId 'az104l12-01' -Mode PostCleanup
$invalidRules = az monitor autoscale show --resource-group $ResourceGroupName --name $autoscale --query 'profiles[0].rules[?scaleAction.value<=`0`] | length(@)' --output tsv
if ([int]$invalidRules -ne 0) { throw 'An autoscale rule has a nonpositive scale value.' }
cleanup.json passes only when no active manifest-managed object remains. Soft-deleted or intentionally retained items must be listed with their reason and expected disposition. The lifecycle never performs irreversible purge automatically.
Exam debrief and assessment¶
Explain why the expected state, negative check, and cleanup boundary matter—not only which command was used. Map any missed concept back to its task anchor before reviewing the answer key.
Complete QUESTIONS.md, then use ANSWERS.md for option-by-option remediation. Scores of 85–100% indicate mastery, 70–84% indicate targeted review, and below 70% means repeat the mapped tasks.
