Lab 17: Create VNets, subnets, peerings, and public IPs

Previous: Lab 16 · Catalog · Next: Lab 18

This self-contained lab uses Azure CLI commands hosted in PowerShell. Complete the guided lane or the automated lane—not both with the same run ID.

Scenario, role, and outcome

Scenario: You are a network administrator connecting hub and spoke address spaces. Build and prove this disposable service path: Hub and spoke address spaces connect through reciprocal peerings, subnet inventory proves segmentation, and a separate Standard static public IP demonstrates the controlled public-edge resource without attaching it to a workload.

Learner role: A network administrator connecting hub and spoke address spaces.

Outcome: Use Azure CLI in PowerShell to create two segmented virtual networks, create reciprocal vnet peerings, and reconcile prefixes, peerings, and public exposure, with recoverable state and deterministic cleanup.

Item Value
Duration 105 minutes
Difficulty applied
Cost class low
Command surface Azure CLI (az, az rest, Bicep, AzCopy, or KQL where required) hosted in PowerShell
Live state Not executed during this offline rebuild

Completion criteria:

  • All required checkpoints report pass.
  • The deterministic break/fix is injected, diagnosed, and repaired.
  • cleanup.json reports no active run-owned resources, with any retained item explicitly documented.

Objectives and checkpoints

Objective Skill Checkpoints
NW-VNET-01 Create and configure virtual networks and subnets LAB17-CP01, LAB17-CP04, LAB17-CP05
NW-VNET-02 Create and configure virtual network peering LAB17-CP02, LAB17-CP05
NW-VNET-03 Configure public IP addresses LAB17-CP03, LAB17-CP05

The authoritative objective wording comes from the Microsoft AZ-104 study guide, skills measured as of 2026-04-17.

Architecture and service topology

LAB-17: Create VNets, subnets, peerings, and public IPs; service topology and connections
Create VNets, subnets, peerings, and public IPs — topology for this lab. Open at full size.

The editable source is architecture.mmd. Hub and spoke address spaces connect through reciprocal peerings, subnet inventory proves segmentation, and a separate Standard static public IP demonstrates the controlled public-edge resource without attaching it to a workload.

Concept primer and design decisions

VNet peering requires non-overlapping address spaces and a relationship in each direction. Standard public IPs are static and secure by default; zones and regional capabilities must be checked before allocation.

Design decisions:

  • Reserve non-overlapping CIDRs before creation.
  • Create and verify both peering directions.
  • Prefer a zone-redundant Standard public IP when supported.

Required and optional inputs

Input Required Source Safe example Gate behavior
run-id — Unique lowercase run ownership identifier Yes parameter az104l17-01 block
subscription-id — Expected disposable subscription ID Yes parameter-or-environment (AZ104_SUBSCRIPTION_ID) 00000000-0000-0000-0000-000000000000 block
location — Approved primary Azure region Yes parameter-or-environment (AZ104_LOCATION) westeurope block

Secrets stay in temporary environment variables and are never written to run.json, validation evidence, or Git. A skip-checkpoint gate produces a visible partial result; it never becomes a pass.

Read-only preflight

Readiness, preview, explicit execution, and result validation
Follow the read-only checks and execution gates defined by this lab. A failed required gate blocks progress. Open at full size.

Sign in deliberately, inspect the active context, then run the lab preflight. It never signs in, changes context, installs an extension, registers a provider, or creates a resource.

az login
az account show --query '{cloud:environmentName,subscription:id,tenant:tenantId,user:user.name}' --output json
./scripts/cli/Preflight.ps1 -SubscriptionId $env:AZ104_SUBSCRIPTION_ID -RunId 'az104l17-01' -Location 'westeurope'

Representative redacted output:

context                 True  cloud=AzureCloud; tenant=<redacted>; subscription=<redacted>
azure-cli               True  2.88.x
provider:<namespace>    True  Registered
region                  True  westeurope
Preflight passed. It performed no Azure mutation.

If a required row fails, stop. Correct the local tool, context, provider, quota, SKU, region, permission, or input outside the lab, then rerun preflight.

Task 1 — Verify address-space and Standard public-IP regional support

Checkpoint: LAB17-CP01

Purpose and operational relevance: Read the provider, region, SKU, feature, quota, and companion-tool signals needed for verify address-space and standard public-ip regional support, without changing Azure state. The change is unsafe when overlapping CIDRs allow VNet creation but prevent the required peering from being established. This checkpoint therefore proves: Both planned CIDRs are non-overlapping and the region offers the Standard static public-IP SKU.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az provider show --namespace Microsoft.Network --query registrationState --output tsv
az network list-service-tags --location $Location --query name --output tsv

Expected state: Both planned CIDRs are non-overlapping and the region offers the Standard static public-IP SKU.

Representative redacted output:

Both planned CIDRs are non-overlapping and the region offers the Standard static public-IP SKU.

Positive validation:

$registration = az provider show --namespace Microsoft.Network --query registrationState --output tsv
if ($registration -ne 'Registered') { throw 'Microsoft.Network is not registered.' }

Expected positive result: Both planned CIDRs are non-overlapping and the region offers the Standard static public-IP SKU.

Negative validation:

$locationKnown = az account list-locations --query "[?name=='$Location'] | length(@)" --output tsv
if ([int]$locationKnown -ne 1) { throw 'The selected location is unavailable.' }

Expected negative result: LAB17-CP01 negative boundary: The undesired state is absent; the negative assertion must not report: The selected location is unavailable.

Evidence to retain:

  • LAB17-CP01 UTC result for verify address-space and standard public-ip regional support.
  • Exact run-owned resource/object ID returned by the commands in LAB17-CP01.
  • Positive assertion proving: Both planned CIDRs are non-overlapping and the region offers the Standard static public-IP SKU.
  • Negative assertion proving absence of: The selected location is unavailable.

Common failure and safe retry: Overlapping CIDRs allow VNet creation but prevent the required peering from being established. Retry LAB17-CP01 for verify address-space and standard public-ip regional support only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB17-CP02, LAB17-CP03, LAB17-CP04, LAB17-CP05, remove the exact manifest IDs created or configured by LAB17-CP01 for verify address-space and standard public-ip regional support; its residual probe must then return zero active IDs.

Task 2 — Create two segmented virtual networks

Checkpoint: LAB17-CP02

Purpose and operational relevance: Provision and immediately inventory the exact run-owned resources needed to create two segmented virtual networks, so partial completion remains recoverable. The change is unsafe when a subnet prefix outside its parent address space is rejected before peering can begin. This checkpoint therefore proves: Each VNet contains its run-specific subnet and exposes the expected non-overlapping address prefix.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

$hub = "hub-$suffix"; $spoke = "spoke-$suffix"; $publicIp = "pip-$suffix"
az network vnet create --resource-group $ResourceGroupName --name $hub --address-prefixes 10.17.0.0/16 --subnet-name app --subnet-prefixes 10.17.1.0/24 --output none
az network vnet subnet create --resource-group $ResourceGroupName --vnet-name $hub --name management --address-prefixes 10.17.2.0/24 --output none
az network vnet create --resource-group $ResourceGroupName --name $spoke --address-prefixes 10.18.0.0/16 --subnet-name app --subnet-prefixes 10.18.1.0/24 --output none
az network vnet subnet create --resource-group $ResourceGroupName --vnet-name $spoke --name management --address-prefixes 10.18.2.0/24 --output none
$hubId = az network vnet show --resource-group $ResourceGroupName --name $hub --query id --output tsv
$spokeId = az network vnet show --resource-group $ResourceGroupName --name $spoke --query id --output tsv
az network vnet peering create --resource-group $ResourceGroupName --vnet-name $hub --name hub-to-spoke --remote-vnet $spokeId --allow-vnet-access true --output none
az network vnet peering create --resource-group $ResourceGroupName --vnet-name $spoke --name spoke-to-hub --remote-vnet $hubId --allow-vnet-access true --output none
az network public-ip create --resource-group $ResourceGroupName --name $publicIp --location $Location --sku Standard --allocation-method Static --output none

Expected state: Each VNet contains its run-specific subnet and exposes the expected non-overlapping address prefix.

Representative redacted output:

Each VNet contains its run-specific subnet and exposes the expected non-overlapping address prefix.

Positive validation:

$vnetCount = az network vnet list --resource-group $ResourceGroupName --query "[?name=='$hub' || name=='$spoke'] | length(@)" --output tsv
if ([int]$vnetCount -ne 2) { throw "Expected two VNets; found $vnetCount." }

Expected positive result: Each VNet contains its run-specific subnet and exposes the expected non-overlapping address prefix.

Negative validation:

$prefixes = @(az network vnet list --resource-group $ResourceGroupName --query "[?name=='$hub' || name=='$spoke'].addressSpace.addressPrefixes[0]" --output tsv)
if ($prefixes.Count -ne (@($prefixes | Select-Object -Unique)).Count) { throw 'The VNet address spaces overlap exactly.' }

Expected negative result: LAB17-CP02 negative boundary: The undesired state is absent; the negative assertion must not report: The VNet address spaces overlap exactly.

Evidence to retain:

  • LAB17-CP02 UTC result for create two segmented virtual networks.
  • Exact run-owned resource/object ID returned by the commands in LAB17-CP02.
  • Positive assertion proving: Each VNet contains its run-specific subnet and exposes the expected non-overlapping address prefix.
  • Negative assertion proving absence of: The VNet address spaces overlap exactly.

Common failure and safe retry: A subnet prefix outside its parent address space is rejected before peering can begin. Retry LAB17-CP02 for create two segmented virtual networks only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB17-CP03, LAB17-CP04, LAB17-CP05, remove the exact manifest IDs created or configured by LAB17-CP02 for create two segmented virtual networks; its residual probe must then return zero active IDs.

Task 3 — Create reciprocal VNet peerings

Checkpoint: LAB17-CP03

Purpose and operational relevance: Configure and independently inspect the control-plane and data-path properties needed to create reciprocal vnet peerings. The change is unsafe when creating only one peering direction leaves the topology Initiated rather than Connected. This checkpoint therefore proves: Both peering directions report Connected and use the intended access and forwarding settings.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az network vnet peering update --resource-group $ResourceGroupName --vnet-name $hub --name hub-to-spoke --set allowForwardedTraffic=true --output none
az network vnet peering update --resource-group $ResourceGroupName --vnet-name $spoke --name spoke-to-hub --set allowForwardedTraffic=true --output none
az network vnet peering list --resource-group $ResourceGroupName --vnet-name $hub --query "[].{name:name,state:peeringState,forwarded:allowForwardedTraffic}" --output table

Expected state: Both peering directions report Connected and use the intended access and forwarding settings.

Representative redacted output:

Both peering directions report Connected and use the intended access and forwarding settings.

Positive validation:

$hubState = az network vnet peering show --resource-group $ResourceGroupName --vnet-name $hub --name hub-to-spoke --query peeringState --output tsv
if ($hubState -ne 'Connected') { throw "Hub peering state is $hubState." }

Expected positive result: Both peering directions report Connected and use the intended access and forwarding settings.

Negative validation:

$spokeState = az network vnet peering show --resource-group $ResourceGroupName --vnet-name $spoke --name spoke-to-hub --query peeringState --output tsv
if ($spokeState -ne 'Connected') { throw "Spoke peering state is $spokeState." }

Expected negative result: LAB17-CP03 negative boundary: The undesired state is absent; the negative assertion must not report: Spoke peering state is reported spokeState.

Evidence to retain:

  • LAB17-CP03 UTC result for create reciprocal vnet peerings.
  • Exact run-owned resource/object ID returned by the commands in LAB17-CP03.
  • Positive assertion proving: Both peering directions report Connected and use the intended access and forwarding settings.
  • Negative assertion proving absence of: Spoke peering state is reported spokeState.

Common failure and safe retry: Creating only one peering direction leaves the topology Initiated rather than Connected. Retry LAB17-CP03 for create reciprocal vnet peerings only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB17-CP04, LAB17-CP05, remove the exact manifest IDs created or configured by LAB17-CP03 for create reciprocal vnet peerings; its residual probe must then return zero active IDs.

Task 4 — Provision a Standard static public IP

Checkpoint: LAB17-CP04

Purpose and operational relevance: Exercise the deterministic operational or denied path needed to provision a standard static public ip, then retain comparable before-and-after results. The change is unsafe when standard public IP resources require static allocation and can hit regional public-IP quota. This checkpoint therefore proves: The public IP uses Standard SKU, static allocation, and a run-owned DNS label when one is supplied.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az network public-ip show --resource-group $ResourceGroupName --name $publicIp --query "{address:ipAddress,allocation:publicIPAllocationMethod,sku:sku.name}" --output json
az network vnet list --resource-group $ResourceGroupName --query "[].{name:name,prefixes:addressSpace.addressPrefixes,subnets:subnets[].name}" --output json

Expected state: The public IP uses Standard SKU, static allocation, and a run-owned DNS label when one is supplied.

Representative redacted output:

The public IP uses Standard SKU, static allocation, and a run-owned DNS label when one is supplied.

Positive validation:

$sku = az network public-ip show --resource-group $ResourceGroupName --name $publicIp --query sku.name --output tsv
if ($sku -ne 'Standard') { throw "Public IP SKU is $sku." }

Expected positive result: The public IP uses Standard SKU, static allocation, and a run-owned DNS label when one is supplied.

Negative validation:

$allocation = az network public-ip show --resource-group $ResourceGroupName --name $publicIp --query publicIPAllocationMethod --output tsv
if ($allocation -ne 'Static') { throw "Public IP allocation is $allocation." }

Expected negative result: LAB17-CP04 negative boundary: The undesired state is absent; the negative assertion must not report: Public IP allocation is reported allocation.

Evidence to retain:

  • LAB17-CP04 UTC result for provision a standard static public ip.
  • Exact run-owned resource/object ID returned by the commands in LAB17-CP04.
  • Positive assertion proving: The public IP uses Standard SKU, static allocation, and a run-owned DNS label when one is supplied.
  • Negative assertion proving absence of: Public IP allocation is reported allocation.

Common failure and safe retry: Standard public IP resources require static allocation and can hit regional public-IP quota. Retry LAB17-CP04 for provision a standard static public ip only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After LAB17-CP05, remove the exact manifest IDs created or configured by LAB17-CP04 for provision a standard static public ip; its residual probe must then return zero active IDs.

Task 5 — Reconcile prefixes, peerings, and public exposure

Checkpoint: LAB17-CP05

Purpose and operational relevance: Reconcile live service properties, returned IDs, and dependency-aware removal needed to reconcile prefixes, peerings, and public exposure before handoff. The change is unsafe when a Connected peering does not prove that the address spaces or forwarding flags are correct. This checkpoint therefore proves: VNet prefixes, subnet boundaries, reciprocal peerings, and the exact public-IP SKU/allocation all match the topology.

Run these commands from PowerShell. If you already used the automated lane, choose a new run ID before trying this guided lane.

az network vnet peering list --resource-group $ResourceGroupName --vnet-name $hub --query "[].{name:name,state:peeringState,remote:remoteVirtualNetwork.id}" --output table

Expected state: VNet prefixes, subnet boundaries, reciprocal peerings, and the exact public-IP SKU/allocation all match the topology.

Representative redacted output:

VNet prefixes, subnet boundaries, reciprocal peerings, and the exact public-IP SKU/allocation all match the topology.

Positive validation:

$subnets = az network vnet subnet list --resource-group $ResourceGroupName --vnet-name $hub --query "length(@)" --output tsv
if ([int]$subnets -ne 2) { throw "Hub subnet count is $subnets." }

Expected positive result: VNet prefixes, subnet boundaries, reciprocal peerings, and the exact public-IP SKU/allocation all match the topology.

Negative validation:

$disconnected = az network vnet peering list --resource-group $ResourceGroupName --vnet-name $hub --query "[?peeringState!='Connected'] | length(@)" --output tsv
if ([int]$disconnected -ne 0) { throw 'A hub peering is not connected.' }

Expected negative result: LAB17-CP05 negative boundary: The undesired state is absent; the negative assertion must not report: A hub peering is not connected.

Evidence to retain:

  • LAB17-CP05 UTC result for reconcile prefixes, peerings, and public exposure.
  • Exact run-owned resource/object ID returned by the commands in LAB17-CP05.
  • Positive assertion proving: VNet prefixes, subnet boundaries, reciprocal peerings, and the exact public-IP SKU/allocation all match the topology.
  • Negative assertion proving absence of: A hub peering is not connected.

Common failure and safe retry: A Connected peering does not prove that the address spaces or forwarding flags are correct. Retry LAB17-CP05 for reconcile prefixes, peerings, and public exposure only after its exact recorded ID and current property are read. If the ID exists, reissue only the idempotent update; if it is absent, repeat only the owning create command, then rerun both assertions.

Cleanup dependency: After all service validation and evidence capture, remove the exact manifest IDs created or configured by LAB17-CP05 for reconcile prefixes, peerings, and public exposure; its residual probe must then return zero active IDs.

Final validation and result interpretation

Run independent deployment validation after all required checkpoints:

./scripts/cli/Validate.ps1 -RunId 'az104l17-01' -Mode Deployment
az resource list --resource-group 'rg-az104-l17-az104l17-01' --query '[].{name:name,type:type}' --output table
  • pass: every required positive and negative check passed.
  • partial: every required check passed, but at least one optional gate was deliberately skipped.
  • fail: a required checkpoint failed; do not record the lab as complete.

Keep the redacted validation.json; do not retain credentials, tokens, access keys, certificate material, email addresses, tenant IDs, or unredacted command output.

Deterministic break/fix exercise

Injection: Delete the spoke-to-hub peering while leaving the opposite direction intact.

Inject the bounded fault:

az network vnet peering delete --resource-group $ResourceGroupName --vnet-name $spoke --name spoke-to-hub

Capture the failed state with a read-only query:

az network vnet peering list --resource-group $ResourceGroupName --vnet-name $hub --output table
az network vnet peering list --resource-group $ResourceGroupName --vnet-name $spoke --output table

Repair only the injected setting, then repeat the same query:

$hubId = az network vnet show --resource-group $ResourceGroupName --name $hub --query id --output tsv
az network vnet peering create --resource-group $ResourceGroupName --vnet-name $spoke --name spoke-to-hub --remote-vnet $hubId --allow-vnet-access true --allow-forwarded-traffic true --output none
az network vnet peering show --resource-group $ResourceGroupName --vnet-name $spoke --name spoke-to-hub --query peeringState --output tsv

Expected symptom: The remaining peering reports a disconnected or initiated one-way relationship.

Diagnose with a read-only service query:

az network vnet peering list --resource-group $ResourceGroupName --vnet-name $hub --output table
az network vnet peering list --resource-group $ResourceGroupName --vnet-name $spoke --output table

Diagnosis: List both VNet peering collections and compare remote VNet IDs.

Repair: Recreate the missing reverse peering with the recorded hub ID.

Before/after evidence must show the failed negative or positive check before repair and the same check passing afterward. Do not inject a second fault until the first is removed.

Optional job-style challenge

Extend the topology with a second spoke and explain transitivity and gateway-transit choices.

Deliver a short change record containing assumptions, exact commands, redacted evidence, cost and risk notes, rollback, and residual results. The challenge is optional and never changes required checkpoint status.

Troubleshooting

Evidence-led troubleshooting from observation to revalidation
Use read-only evidence to identify the cause, make a targeted repair, and rerun the relevant validation. Open at full size.
Symptom Likely cause Safe next step
Context mismatch Active CLI context differs from run.json Stop, inspect az account show, and select the intended disposable context yourself.
Provider or feature unavailable Registration, region, feature, or SKU gate is unmet Read the preflight result; do not register or enable tenant features implicitly.
Name already exists The run ID is reused or a globally unique name collided Keep existing state intact and choose a new run ID.
Expected state is delayed The service is converging asynchronously Repeat only the read-only query with bounded retries; do not duplicate creation.
Permission denied Role, Graph scope, or data-plane authorization is insufficient Confirm the declared least-privilege boundary; do not broaden access automatically.
Cleanup refuses ownership ID, context, or tags differ from the manifest Investigate the mismatch; never bypass ownership verification.

Cleanup and residual verification

Run-owned cleanup boundary and residual-resource audit
Only verified run-owned objects are eligible for cleanup. Report deliberately retained or soft-deleted items; do not assume they were purged. Open at full size.

Preview exact targets first, execute only after ownership review, then validate post-cleanup:

./scripts/cli/Cleanup.ps1 -RunId 'az104l17-01'
./scripts/cli/Cleanup.ps1 -RunId 'az104l17-01' -Execute
./scripts/cli/Validate.ps1 -RunId 'az104l17-01' -Mode PostCleanup
$disconnected = az network vnet peering list --resource-group $ResourceGroupName --vnet-name $hub --query "[?peeringState!='Connected'] | length(@)" --output tsv
if ([int]$disconnected -ne 0) { throw 'A hub peering is not connected.' }

cleanup.json passes only when no active manifest-managed object remains. Soft-deleted or intentionally retained items must be listed with their reason and expected disposition. The lifecycle never performs irreversible purge automatically.

Exam debrief and assessment

Explain why the expected state, negative check, and cleanup boundary matter—not only which command was used. Map any missed concept back to its task anchor before reviewing the answer key.

Complete QUESTIONS.md, then use ANSWERS.md for option-by-option remediation. Scores of 85–100% indicate mastery, 70–84% indicate targeted review, and below 70% means repeat the mapped tasks.
